She missed a spot. She does't really have a head for being bald either... or the ears for it. I kind of understand though. Sometimes in your life you just want to do something drastic and kind of start new. Shaving your head is not an uncommon way to do this. Or maybe she just joined a cult.
Finally, the only thing they forgot to do was tie a rope around her wrists and drag her behind a chevy for 50 miles.
